Tammy Osborne-Smith, Director

Director Osborne-Smith joined the team in 2013 after working nearly two decades in the field of Human Services.  She began her career in public service as a college freshman with the Vinton County Department of Job and Family Services where, over the years,  she worked in the areas of Child Support, IT/Training, and Social Services.  In 2002, she went on work at the Ohio Department of Job and Family Services where she gained more than a decade of experience in a variety of program areas, including Child Support, Workforce, and Unemployment Compensation.  Tammy holds a Bachelor’s degree in Business and Interpersonal Communication from Ohio University and a Master’s degree in Sociology from Ohio University.

Teri McGraw, Deputy Director of Fiscal, Policy and Operations

Since joining Jackson County Job & Family Services in 2003, Teri McGraw has worked in the areas of Family Support, including Long-Term Care, Contracts, and Fiscal. Prior to joining the team at JCJFS, Teri worked in the Healthcare industry as a Marketing and Admissions Coordinator.  Teri obtained her Bachelor of Science Degree in Business Administration with a focus in Organizational Leadership from Western Governor’s University.

Tracy Hughes,  Deputy Director of HR, Administration and Organizational Support

Tracy Hughes, Deputy Director of Human Resources and Organizational Support, began working for Jackson County Job & Family Services in 2001. In 2004, she left JCJFS to work in the private Health Care Industry only to return to public employment in 2005. Having experience in both the private sector; as well as, other public employment, she has been with the agency for more than eighteen years and has contributed to a myriad of teams within the organization, including Family Support, Fiscal and Human Resources. Tracy received her Bachelor of Science Degree in Healthcare Administration and a minor in Business Administration from Ohio University.
